Winston Bui was born in Saigon. His father served in the South Vietnamese army and the family fled when the city fell in 1975. Years later, when a high school classmate invited him to a church youth service, Bui says a fire was lit inside of him. At Northeastern State University in Oklahoma, Bui pioneered a Chi Alpha group and married Kimberly Baldwin. The couple continued their work at the University of Missouri, UCLA and eventually the University of Central Oklahoma. In November of 2019, Bui returned to Vietnam to speak at the 30th General Council of the Assemblies of God.
